All J&K Graduate Engineers Association, Civil (GEASSOC) discusses various issues of engineers with Financial Commissioner (Additional Chief Secretary) Jal Shakti Deptt, Shaleen Kabra, IAS


Srinagar Sep 1 (RNA): A deputation of All J&K Graduate Engineers Association, Civil (GEASSOC) led by Er. Gopal Sharma President today met Financial Commissioner (ACS), Jal Shakti Dept, Sh. Shaleen Kabra (IAS) and projected vital issues being faced by engineers in JSD. In the comprehensive meeting, it was emphasized to fill the available vacancies from Asstt. Engineer to Chief engineer particularly Promotion of Executive engineer to Superintending Engineer & S.E to C.E for meeting the exigency of services in JSD and allied Engg. Departments . It was also apprised that forthcoming retirements at the level of S.E & C.E in coming months clearly necessitate to fill these posts immediately by giving temporary charge of higher post to those available engineers who are yet to attain minimum qualifying service experience on the analogy of previous practice which is also being done in other engineering departments also. It was also demanded to issue orders of Regularization of services of Engineers from AEE to Chief Engineer for which most of the work stands already done by the Administrative Deptt. Association further requested to take necessary measures for Reorganization of Jal Shakti deptt with cadre review by also taking into consideration recent Reorganisation /Restructuring of R&B Deptt and making expert committee for the Career Progression of stagnated Jal Shakti Engineers which will ensure fast development and implementation of various schemes of all the Deptts under Jal Shakti for benefitting General Public also. A thread bare discussion was held on the need of implementation of Rain water Harvesting and recharging of Existing ponds by Rain water in Urban and Rural Areas of J&K thereby making true the Mission of G.O.I "Catch the Rain When and Where it Falls". Necessary measures to conserve dying and drying of River Tawi were also given by the creation of a separate Authority for this purpose. All the Representations in this regard were handed over to him in person. It was learnt from ACS Mr. Kabra that he is very keen to fill the vacancies of Asstt. Engineer but due to some unjustified court cases, promotions are being delayed and Engineering fraternity must realise it and refrain from such cases and Association should intervene in the matter and play a positive role for resolving and concluding such court cases. Mr. Kabra had a patient hearing of all the projected issue and asked the Association for some comparative details for facilitating him to move further ahead for making promotions. Er. Rakesh Gupta(Chief Technical Advisor of Association) also gave his experience based suggestions. In a handout issued by GEASSOC, Er. Gopal Sharma expressed satisfaction over the meeting and expressed hope for resolution of various projected issues at an earliest on by Additional Chief Secretary, a man of prompt action and words with broad vision. Prominent among those who were part of the meeting and deliberated in the meeting were Er. Gopal Sharma, Er. Rakesh Kumar Gupta , Er. Jagmeet Singh, Er.Romesh Kumar alongwith others.
